Interesting completion trigger here which I wasn't aware of til timing myself. The cutscene starts 1s earlier than when we get confirmation the quest log updates. From a video review, we can only confirm the quest is complete after you zone back into the area up to 1s later.
Ideally, I would like to understand if the quest would update should you log off after the cutscene trigger and before zoning back to the area - this would help clarify what we should take as the trigger and potentially make the run up to 1s faster
For now, I'll use the point in the video at which you zone back into the area and the quest is confirmed as updated, which is an end time of 414.40, with a start time of 5.08.
However someone in the future submits a run that challenges this one and requires a more precise measurement, I'll investigate further at that time.
