Rules clearly state that "9. Toolbox Minimap feature is forbidden.". In the current state there is no differentiation for what it was used, it is simply banned in general.

Are you really that retarded? Like, really? Maybe you should read the full rules again, and not just the Elite Area exclusive ones.

Currently, every use of toolbox minimap is forbidden in Standard records. If they posted it with a TAS tag, there ld be no problem with this getting approved. But since they didnt add that, it seems they want this record to be accepted in the Standard category - and its pretty obvious why it cant be approved there.
