it's to push times to the very limit. One could argue that, for example, by taking quests with npc in aggro you are skipping the objective of killing those foes, which is in theory is a requirement.
Instead of talking about skipping objectives, this is about the goal. Your goal is to get a 11/11 UW. The official goal of UW *up to now* has been "complete nightmare cometh", which, again up to now meant the same thing.
Since UW might be possible to be skipped in this way, I would just split the goal *just for UW* into 11/11, or dhuum kill, similarly to how it's already split in pre and post dhuum.
