The fact that they re-compute the target doesn't necessarily mean they want to change it. Usually they prioritize staying on the same target, expecially not in doa (idk why, but doa mobs always seemed somewhat smarter). What changed? (my guess) The decision of what to target is relatively expensive, so in order to reduce server load they always had a simple heuristic that basically says "if you see a new target, it's likely that you'll see another new target soon, so wait a bit before computing your target". Still, you should not be required to run a third-party closed-source application just to be eligible for a record. Attaching a compiled Dll to Guild Wars takes a lot of trust.
